Aside from literally caring less than zero about whatever football match-up you went to, the point you made with the problem with CU fan base is not limited to your experience this year. It takes a culture to build back up to reach what Folsom was 10-15 years ago. At that point, CU was playing good football, with decent/high stakes, and the student body decided on attending CU while it was a good football school – making it part of the student culture. Every bad year from there is a new influx of students that care just a little less, and lose just a little of the fan intensity. This also means that there is a decade of alumnus that don’t have that same emotional connection to the program that drives donors and season-ticket holders post-graduation.

And 12 years later, here we are. I think because of the thirst for good football again at CU, it should only take 3 years (or less) of high-stakes football to get the Folsom Magic back. As an example, 2016 WSU had like 35% of that vibe, and Utah that year had like 65% of that vibe back.
