ALLCITY NFL Power Rankings: Brock Purdy and the Niners offense is surging late

Our final ALLCITY NFL Power Rankings of 2025 are here, and it felt appropriate to add a new tier for those teams kicking themselves as they head into 2026.

Here’s how the power rankings and tiers look going into the final week of the regular season:

Super Bowl contenders

The league seems wide open right now, but these teams appear to have a legitimate chance to make a run to Santa Clara.

1. Seattle Seahawks (1) (13-3) – Earning the No. 1 seed and home-field advantage is a must for this team, which still has flaws on offense.

2. New England Patriots (4) (13-3) – Drake Maye’s season feels a lot like Patrick Mahomes’ breakout season.

3. San Francisco 49ers (8) (12-4) – No team is clicking on offense like the 49ers are right now.

4. Denver Broncos (5) (13-3) – Much like the Seahawks, getting the No. 1 seed is really important for the Broncos’ Super Bowl hopes.

5. Los Angeles Rams (2) (11-5) – The Rams still seem like they might be the most complete team heading into the playoffs, but they have made their road to the Super Bowl much more difficult.

6. Buffalo Bills (3) (11-5) – Bills fans must be completely losing their minds considering their team might squander a wide-open road to the Super Bowl with Mahomes out of it.

7. Chicago Bears (6) (11-5) – Caleb Williams is officially dangerous, which means the Bears are dangerous.

8. Jacksonville Jaguars (7) (12-4) – The win over the Colts wasn’t exactly impressive, but that’s a game the Jaguars typically lose. This team is different.

9. Philadelphia Eagles (9) (11-5) – The Eagles earned their way back into the Super Bowl contender tier, but that second half in Buffalo still left questions.

More to prove

These teams can’t be ruled out, but they have at least one major weakness and need to prove they are serious Super Bowl contenders.

10. Houston Texans (11) (11-5) – Maybe I’m one of the few still sleeping on the Texans, but I just don’t see it on offense.

11. Green Bay Packers (10) (9-6-1) – It seems hard to believe, but the seat is getting hotter and hotter for Matt LaFleur. For the record, I think the Packers would be silly to fire him.

12. Los Angeles Chargers (12) (11-5) – The Chargers could really flip the AFC outlook upside down by upsetting the Broncos Sunday.

13. Baltimore Ravens (17) (8-8) – If the Ravens are finally going to lean on Derrick Henry, they’ll likely sneak into the playoffs and might even win a game or two.


Fatally Flawed

These teams are terribly flawed in at least one crucial area that could hold them out of the playoffs.

14. Pittsburgh Steelers (13) (9-7) – I expect a better performance from Aaron Rodgers in what could be his last game.

15. Carolina Panthers (14) (8-8) – The loss against the Seahawks was closer than the final score appeared, but turnovers killed the Panthers in the second half.


Clinging to (false) hope

We’re down to one team in this tier, but it’s almost over.

16. Tampa Bay Buccaneers (15) (7-9) – And it might be over for Todd Bowles too.


What could have been

These teams are kicking themselves for not having more to play for in Week 18:

17. Minnesota Vikings (19) (8-8) – I still think the Vikings’ quarterback decisions were justified, but this is a playoff-quality team and it’s a shame their season finale against the Packers isn’t a win-and-get-in situation.

18. Detroit Lions (16) (8-8) – Brad Holmes and Dan Campbell have a lot of work to do to ensure the Lions’ competitive window isn’t quickly closing already.

19. Atlanta Falcons (22) (7-9) – I crowned the Falcons the weirdest team of the year back in Week 7 and they continue to deliver, having now won four of their last six games.

20. Indianapolis Colts (18) (8-8) – Daniel Jones for MVP? A promising Colts season completely spiraled without him.

21. Cincinnati Bengals (20) (6-10) – The Bengals defense is exactly what we thought it was, but this is still a playoff team if Joe Burrow stays healthy.

22. Dallas Cowboys (21) (7-8-1) – The Cowboys are terribly flawed, but it would have been interesting to see what the defense would have looked like with Micah Parsons.


It’s been over

There’s not much left to be said about these teams, who have been out of it for a while now:

23. New Orleans Saints (23) (5-11)
24. Kansas City Chiefs (24) (6-10)
25. Miami Dolphins (25) (7-9)
26. Washington Commanders (26) (4-12)
27. Cleveland Browns (27) (4-12)
28. Tennessee Titans (28) (3-13)
29. Arizona Cardinals (29) (3-13)
30. New York Jets (30) (3-13)


Race for No. 1

There are only two teams left in contention for the No. 1 pick and at this point it would be fitting if the Raiders blew it by beating the Chiefs.

31. New York Giants (31) (3-13)
32. Las Vegas Raiders (32) (2-14)
